Where payments are restricted
The current terms for both cards list restricted payment countries: Afghanistan, Belarus, Cuba, Democratic Republic of the Congo, Iran, Iraq, Myanmar, North Korea, Russia, Somalia, South Sudan, Sudan, Syria, Ukraine and Venezuela. Check your card’s current terms before paying.
Restrictions can depend on the merchant, acquirer and processing location. Changing an IP address or using a VPN does not remove banking or payment restrictions.
App and service account eligibility
App availability is separate: SafePay is currently unavailable to visitors from the United States. A merchant may also restrict residence, account region or card issuing country. Do not use false addresses or bypass its checks; ask the service about an eligible payment option if requirements do not match.
A card’s country is not the same as your account country
Payment eligibility may depend on the card issuer, merchant, payment processor, service-account region, legal residence and actual place of service. Universal is issued in Hong Kong; Universal+ is issued in Singapore. These facts do not automatically make an account in another country eligible.
A VPN only affects certain network-visible information. It cannot change the issuing bank, the merchant’s rules, the country of an existing payments profile or banking restrictions. Do not use a VPN, fictitious address or false country selection to circumvent restrictions. If an eligible service rejects a payment, inspect its error and follow the merchant’s official procedure.
